BACKGROUND

The ASEAN Centre for Energy (ACE) is an intergovernmental organisation that independently represents the 10 ASEAN Member States’ (AMS) interests in the energy sector. The Centre serves as a catalyst for the economic growth and integration of the ASEAN region by initiating and facilitating multilateral collaborations as well as joint and collective activities on energy. It is guided by a Governing Council composed of Senior Officials on Energy from each AMS and a representative from the ASEAN Secretariat as an ex-officio member. Hosted by the Ministry of Energy and Mineral Resources of Indonesia, ACE office is located in Jakarta.

The ASEAN Centre for Energy (ACE) was established in 1999 with a strong founding vision to strengthen energy cooperation among the members of the Association of South East Asia Nations (ASEAN). With the exponential growth in energy demand and the increasing priority placed on regional energy integration and cooperation, there is a need to enhance ACE to fully realise its potential to play a pivotal role in shaping ASEAN’s energy landscape.

Part of the efforts to fulfil its function as a regional centre of excellence that builds a coherent, coordinated, focused and robust energy policy agenda and strategy for ASEAN, ACE conducts joint studies, policy dialogues and capacity buildings for ASEAN Member States to support the implementation of the ASEAN Plan of Action for Energy Cooperation (APAEC) 2016-2025.

APAEC 2016 – 2025 serves as the blueprint for enhancing energy connectivity and market integration in ASEAN to achieve energy security, accessibility, affordability and sustainability for all AMS.

In this regard, ASEAN is seeking an Executive Director with exceptional professional, strong leadership skills and management abilities to lead ACE’s transformation into a regional energy knowledge hub and think-tank.

The Executive Director will represent the collective interests of the 10 ASEAN Member States in the field of energy, including through facilitating the implementation of the ASEAN Plan of Action for Energy Cooperation (APAEC), and is responsible for overseeing the administrative and operational duties of the Centre. The Executive Director will also be tasked with developing the Centre into a regional energy think-tank, which conducts influential analyses and provides perspectives that impact energy policy in ASEAN.

KEY RESPONSIBILITIES

  1. Represent the collective interests of the 10 ASEAN Member States (AMS) in the field of energy.
  2. Act as ACE’s spokesperson, promoting ASEAN’s energy initiatives and achievements to the public, media, private sector, dialogue partners (DP) and relevant international organisations (IOs).
  3. Act as a catalyst for intra-ASEAN energy cooperation by facilitating the timely and effective execution of the ACE work programme as agreed by the ASEAN Energy Ministers and Senior Officials on Energy and supporting the implementation of the ASEAN Plan of Action for Energy Cooperation (APAEC).
  4. Develop the Centre into a regional energy think-tank, which conducts influential analyses and provides perspectives that impact energy policy and develops in-house regional energy outlooks and scenarios.
  5. Ensure that the Centre serves as the repository of institutional memory, providing continuity in ACE’s work and activities.
  6. Be responsible for the effective management of the Centre – rationalising administrative functions, instilling efficiency, and financial discipline, and adopting a forward-looking approach to organisational and financial matters to ensure continuity and consistency, including by actively seek additional funding avenues.
  7. Review, upgrade, and modernise information management and reporting systems, digitalisation, rules and procedure.
  8. Familiar with matrix organization structure and its implementation.
  9. Understanding or having experiences as a project manager is an advantage.
  10. Be responsible for the performance of all ACE staff, develop, motivate and set performance objectives for individual senior level staff to deliver sustainable energy expertise and capability and support a culture of continuous improvement.
  11. To plan, manage and monitor the use of available resources (people, structures, budgets, assets) to deliver an optimal level of service provision against cost.
  12. Responsible to support the development of an organizational culture that promotes accountability and high performance, encouraging a team culture of learning, creativity, and innovation as well as enabling the pilar to deliver outstanding results.
  13. Be accountable to the ACE Governing Council (AGC) in all aspects of his role and work in close consultation with the AGC Chair.
  14. Take charge of the Centre and be responsible for the discharge of all the duties and responsibilities entrusted by the ASEAN Ministers on Energy Meeting (AMEM) and SOME.
  15. Initiate, advise, coordinate and implement ASEAN energy track activities, including to:
  • Develop and provide the regional perspective on subjects and issues for AMEM’s and SOME’s consideration.
  • Ensure the timely and efficient implementation of endorsed ASEAN energy projects and initiatives.
  • Conduct and collaborate in approved research activities and convene meetings of officials and experts as required.
  • Plan, coordinate, harmonise and manage all approved capacity building activities.
  • Actively seek co-funding and sponsorship with potential dialogue partners and sponsors.
  • Administer funds under the ASEAN Secretariat for ASEAN energy cooperation.
  1. Serve as spokesperson and representative of ASEAN energy track on matters delegated by the SOME, including to:
  • Conduct consultations with the AMS, the private sector, the non-governmental organisations and other relevant stakeholders.
  • Reach out and facilitate exchange with international and regional organisations.
  • Promote ASEAN’s work and achievements on the energy track to the public, media, business and relevant regional and international institutions.
  1. Participate in all ASEAN SOME and AMEM.
  2. Report to the SOME and AMEM on all aspects of energy cooperation which ACE is engaged in and offer related assessments and recommendations.
  3. Participate in and provide technical and secretarial support to ASEAN Subsector Network (SSN) meetings.
  4. Ensure that the AMEM, SOME, SSNs and other ASEAN specialised bodies are informed of the directives and relevant developments in the ASEAN energy track.
  5. Act as the channel of communications between: (i) ASEAN Secretariat, AMEM, SOME, SSNs; and (ii) the DPs and IOs.
  6. Prepare the Annual Budget Estimates of the Centre for the approval of the AGC.
  7. Prepare an Annual Report of the previous year as well as a work plan for the year ahead for submission to the AGC.
  8. Act as the custodian of all ACE and ASEAN energy track documents.
  9. Ensure organisational discipline in the ACE and have authority to recruit, terminate or promote staff under the provisions of this Agreement and such other Rules and Regulations as may hereafter come into effect.
  10. Exercise the administrative and financial powers vested in the Executive Director under the provisions of this Agreement and such other Rules and Regulations as may hereafter come into effect.
  11. Carry out any other duties assigned by the SOME.

QUALIFICATIONS

The Candidate should possess the following qualifications:

  • At least a post-graduate degree in energy management, energy technology, energy policy, climate change, sustainable development, or another relevant discipline.
  • Demonstrate strong leadership skills and management abilities, with at least 10 years of senior management experience in the energy sector (in government, semi-government and/or corporate organisations). Experienced in International organization (IO) is preferred.
  • Commitment to strengthen ASEAN energy cooperation and to facilitate ASEAN energy engagement with external stakeholders.
  • Strong analytical mind, a high political acumen and keen understanding of ASEAN and its stakeholders.
  • Excellent command of the English language, with good verbal and written skills.
  • Physically fit and willing to travel.
  • Citizen of an ASEAN Member State.

  • Contribute to the review, upgrade, and modernization of information management and reporting systems, digitalization, rules, and procedures.
  • Work within a matrix organizational structure and contribute to its effective implementation.

Project Management Implementation:

  • Contribute to ensuring the timely and efficient implementation of endorsed ASEAN energy projects and initiatives.

Manager of ASEAN Plan of Action for Energy Cooperation (APAEC)

ACE is seeking a Manager of ASEAN Plan of Action for Energy Cooperation (APAEC). The incumbent reports to the Executive Director. Female candidates are strongly encouraged to apply for.

Duties and Responsibilities

The Manager shall assist the Executive Director in overseeing the overall management of the APAEC Secretariat. He/she will oversee the coordination, facilitation and management of APAEC activities, including their implementation by the different departments/pillars of ACE.   He/she must ensure that ACE’s pillar activities with regards to enhancing the exposure of ACE as think tank organization, knowledge hub, and as catalyst for energy stakeholders in the region and beyond are well-coordinated to support the implementation of the APAEC. The Manager also coordinates the activities on policies in the light of the directives and priorities of the ASEAN Ministers of Energy Meeting/Senior Officials Meeting on Energy under the framework of the ASEAN Plan of Action for Energy Cooperation (APAEC) 2020-2025 in its seven (7) specialized programme areas, namely : 1) ASEAN Power Grid, 2) Trans-ASEAN Gas Pipeline, 3) Coal and Clean Technology, 4) Energy Efficiency and Conservation, 5) Renewable Energy, 6) Regional Energy Policy and Planning, and 7) Civilian Nuclear Energy.

The Manager will perform the following core activities:

  • Manage the overall development, coordination, monitoring, and evaluation of the activities under the ASEAN Plan of Action for energy Cooperation in cooperation with relevant stakeholders such as specialised energy bodies and sub-sector networks of the ASEAN energy cooperation, dialogue partners, international organizations, and other development partners including the private sector.
  • Perform annual monitoring and mid-term review of the APAEC and to provide advice and recommendations to relevant specialised energy bodies and sub-sector networks.
  • Manage the preparation, review, and submission of project/program proposals to funders as well as to facilitate seeking views, inputs, directions, and approvals of relevant specialised energy bodies and sub-sector networks before submitting them to funders. Cultivate and maintain an un-siloed working environment with other
  • Pillars/division within the organization and to lead his/her subordinates in training, coaching, motivating and disciplining employees and to perform functional authority to get the things done in accordance with the ACE rules and regulations.
  • Support other ACE’s pillars in conducting, amongst others, research and analytics in energy policies and strategies, techno-economic analysis, preparation of policy documents, policy advice, strategic reports, outlooks and database.

The Manager of ASEAN Plan of Action for Energy Cooperation (APAEC) is responsible to the Executive Director for the following specific tasks, duties and functions:

  • Development of Work Plan and Key Performance Indicators for the APAEC Secretariat Programme Department.
  • Preparation, coordination, facilitation, implementation, monitoring and score-carding of projects under the ASEAN Plan of Action for Energy Cooperation (APAEC) Secretariat; and to contribute to further develop and deepen understanding of thematic issues and approaches of ACE’s projects
  • Liaise with dialogue partners and international organizations of their respective projects in ACE, including the process of planning, review, assessment, development and implementation of projects, and assist in organizing and facilitating dialogue meetings and seminar-workshops and other related events to facilitate exchange of information, promote cooperation, etc.
  • Development of communication and advocacy strategies and papers to promote regional energy cooperation and integration
  • Identification of opportunities for project funding, such as drafting concept papers, project proposals and reports, developing project budget and cash flows and monitoring strategies
  • Development, maintenance and updating of the needed information materials for the ACE website and other relevant information and publication activities of the ACE.
  • Providing advice/recommendation to the ACE Executive Director in-line with the Centre’s policies, strategies, plans and programmes to achieve the objectives of the ACE’s Business plan.
  • Coordinate and intense communication with other pillar managers
  • Carrying out other task/s that may be assigned to him/her by the Executive Director.

QUALIFICATIONS

  • At least master’s degree in engineering, energy management, public policy, economics or other appropriate specialist discipline. PhD with energy background is preferable.
  • At least seven (7) years of experience in the application of his/her basic educational fields to policy research and analytics or professional experience in policy planning and programme coordination; preferably with experience from a nationalgovernment agency responsible for energy policies or from an energy-related international or regional organization.
  • Experience in handling international projects/programme involving international organizations as well any related international activities
  • Ability to contribute insights in the form of strategic briefs, commentaries and publications.
  • Experience in technical coordination with a group of professionals or in the management position.
  • Experience in region/international project fund sourcing and implementation.
  • Highly knowledgeable on energy issues, global and regional energy trends and developments and has demonstrated capacity to manage, develop and implement research programmes.
  • Demonstrated skills in the formulation of policies and programmes as well as ability to produce high-quality reports, articles, and presentation in a timely manner.

ACE is seeking a Manager of new established department; Fossil Fuels, Hydrocarbon and Minerals (FOM) that manage the Centre’s efforts for the implementation of APAEC Programme Area 2 Trans-ASEAN Gas Pipeline and Programme Area 3. Coal and Clean Coal Technology, including Minerals. Female candidates are strongly encouraged to apply for.

DUTIES AND RESPONSIBILITIES

The Manager is part of the management team that lead and coordinate the Centre’s efforts in light of the priorities of the ASEAN Ministers of Energy Meeting/Senior Officials Meeting on Energy under the framework of the ASEAN Plan of Action for Energy Cooperation (APAEC) 2020-2025 with its seven (7) specialized programme areas, namely : 1) ASEAN Power Grid, 2) Trans-ASEAN Gas Pipeline, 3) Coal and Clean Technology, 4) Energy Efficiency and Conservation, 5) Renewable Energy, 6) Regional Energy Policy and Planning, and 7) Civilian Nuclear Energy.

The Manager shall lead the Centre’s efforts in handling all aspects of the Fossil Fuels, Hydrocarbons and Minerals (FOM) Department in the implementation of the APAEC 2016-2025 Programme Area (PA) No. 2 Trans-ASEAN Gas Pipeline (TAGP) and Programme Area No. 3 Coal and Clean Coal Technology (CCT).

The Manager will manage all FOM activities of the Centre with regards to enhance the exposure as think tank organization as well as knowledge hub and as catalyst for energy stakeholder in the region and beyond.

In general, the Manager will perform the following core activities:

  • Support the Executive Director in all technical and management aspects of the pillar and its related project activities by performing the three critical roles: catalyst, knowledge hub, and think tank.
  • Lead the fund raising to achieve the Centre’s sustainable financial targets, including but not limited to projects and/or program proposal preparation, review, and submission through ASEAN windows or directly with Dialogue Partners, and all other potential funding sources.
  • Work closely with the project leads, program managers and other department managers to ensure that project activities are directly linked to the objectives of the overall projects and other relevant program areas of APAEC.
  • Working in un-siloed environment with other pillars/division within the organization
  • Managing research and analysis in energy policies and strategies, including the techno-economic analysis of sustainable energy, prepare policy documents and provide policy advice.
  • Lead activities relating to research collaboration on energy policy, including provide support for the development of report and publications whilst cultivating networks and facilitating funding opportunities.
  • Shepherd the policy shaping process, such as, conduct stakeholder’s consultation to gain support for proposed initiatives or policies; and liaise with ASEAN specialized energy bodies, dialogue partners and international organizations in areas of policies that may be mainstreamed into the regional and national energy policies of the ASEAN Member States.

Specifically on Fossil Fuels, Hydrocarbon and Minerals (FOM) Department, the Manager will be responsible to the Executive Director for the following tasks, duties and functions:

  • Prepare work plan and key performance indicators for the FOM Department pillar, in line with the ACE’s Goals and Objectives.
  • Lead the communication and engagement with ASEAN Council on Petroleum (ASCOPE) for the implementation of the APAEC Programme Area No. 2 Trans-ASEAN Gas Pipeline (TAGP) to pursue the development of a common gas market for ASEAN by enhancing gas and LNG connectivity and accessibility.
  • Lead the communication and engagement with ASEAN Forum on Coal (AFOC) on the APAEC Programme Area No. 3 Coal and Clean Coal Technology (CCT) to optimise the role of clean coal technology in facilitating the transition towards sustainable and lower emission development.
  • Develop, implement and monitor various activities, programmes and project to support the ASEAN region in achieving the regional target on renewable energy as depicted under the APAEC document.
  • Identify and engage with the potential funding institution to support the research program.
  • Acts as the focal point of ACE on the fossil fuels, hydrocarbon and mineral issues with policy makers and all ASEAN partners at national, regional and international platforms.

QUALIFICATIONS

  • At least master’s degree in engineering, energy management, public policy, economics or other appropriate specialist discipline. PhD with energy background is preferable.
  • At least seven (7) years’ experience in the application of his/her basic educational fields to policy research and analytics or professionals experience in policy planning and programme coordination; preferably with experience from a national’s government agency responsible for energy policies or from an energy-related international or regional organization. Experience on research or project management on fossil fuels, hydrocarbon or minerals is preferable.
  • At least (5) years’ experience in technical coordination of a group of professionals or in the management position.
  • Having experiences in fund raising for the project, including but not limited to the proposal development, submission and negotiation of the project agreement.
  • Highly knowledgeable on energy issues at national, regional and international level, preferably on sustainable and renewable energy and has demonstrated capacity to manage, develop and implement research programmes.
  • Demonstrated skills in the formulation of policies and programmes as well as ability to produce high-quality report, articles and presentation in a timely manner.
  • Demonstrated ability to supervise and motivate staff, especially in a multi-cultural working environment and ability to identify their training and professional/technical development needs.

REMUNERATIONS AND BENEFITS

The successful candidate will be stationed in Jakarta, Indonesia, and will be offered a 3-year contract, with a probationary period of 3 (three) months and annual performance evaluation. The contract may be extended by the Executive Director depending on the performance and continuation of funding.

The monthly salary ranged from USD 3,080- 5,236. The compensation shall be commensurate with the educational qualification and experience of the candidate. All other applicable benefits (gratuity at 17.5% of the annual basic salary, housing allowance, communication allowance, health, life, and travel insurance, etc.) shall be subject to the ACE consolidated rules and regulations.

The ASEAN Centre for Energy (ACE) is an intergovernmental organisation that independently represents the 10 ASEAN Member States’ (AMS) interests in the energy sector. The Centre serves as a catalyst for the economic growth and integration of the ASEAN region by initiating and facilitating multilateral collaborations as well as joint and collective activities on energy. It is guided by a Governing Council composed of Senior Officials on Energy from each AMS and a representative from the ASEAN Secretariat as an ex-officio member. Hosted by the Ministry of Energy and Mineral Resources of Indonesia, ACE office is located in Jakarta.

Part of the efforts to fulfil its function as a regional centre of excellence that builds a coherent, coordinated, focused and robust energy policy agenda and strategy for ASEAN, ACE produces outputs as per 3 critical roles: catalyst, knowledge hub, and think tank, to support the implementation of the ASEAN Plan of Action for Energy Cooperation (APAEC) 2016-2025, which serves as the blueprint for enhancing energy connectivity and market integration in ASEAN to achieve energy security, accessibility, affordability and sustainability for all AMS.

  • Catalyst: To unify and strengthen ASEAN Energy Cooperation by providing a platform for sharing, policy advisory, best practices, and capacity building.
  • Knowledge Hub: To provide a knowledge repository for ASEAN Member States (AMS) and services through data management, publication and dissemination.
  • Think tank: To assist AMS on research and identifying practical & specific solution on policies, legal & regulatory frameworks, technologies, and innovative solutions.

One of the Programme Areas of the APAEC is Programme Area (PA) No. 5 Renewable Energy, where ASEAN will aim to achieve its aspirational targets of 23% share of RE in Total Primary Energy Supply and 35% share of RE in ASEAN installed power capacity by 2025 through deploying large-scale renewable energy systems, accommodating higher shares of RE in the ASEAN Power Grid (APG), increasing RE investments, and exploring new and emerging energy technologies such as hydrogen and fuel cells.

ACE is seeking a Manager of Sustainable and Renewable Energy (SRE) Department that manage the Centre’s efforts for the implementation of APAEC PA 5: Renewable Energy. Female candidates are strongly encouraged to apply for.

DUTIES AND RESPONSIBILITIES

The Manager is part of the management team that lead and coordinate the Centre’s efforts in light of the priorities of the ASEAN Ministers of Energy Meeting/Senior Officials Meeting on Energy under the framework of the ASEAN Plan of Action for Energy Cooperation (APAEC) 2020-2025 with its seven (7) specialized programme areas, namely : 1) ASEAN Power Grid, 2) Trans-ASEAN Gas Pipeline, 3) Coal and Clean Technology, 4) Energy Efficiency and Conservation, 5) Renewable Energy, 6) Regional Energy Policy and Planning, and 7) Civilian Nuclear Energy.

The Manager shall lead the Centre’s efforts in handling all aspects of the Sustainable and Renewable Energy (SREE) Department in the implementation of the APAEC 2016-2025 Programme Area (PA) No. 5 Renewable Energy.

The Manager will manage all SRE activities of the Centre with regards to enhance the exposure as think tank organization as well as knowledge hub and as catalyst for energy stakeholder in the region and beyond.

In general, the Manager will perform the following core activities:

  • Support the Executive Director in all technical and management aspects of the pillar and its related project activities by performing the three critical roles: catalyst, knowledge hub, and think tank.
  • Lead the fund raising to achieve the Centre’s sustainable financial targets, including but not limited to projects and/or program proposal preparation, review, and submission through ASEAN windows or directly with Dialogue Partners, and all other potential funding sources.
  • Work closely with the project leads, program managers and other department managers to ensure that project activities are directly linked to the objectives of the overall projects and other relevant program areas of APAEC.
  • Working in un-siloed environment with other pillars/division within the organization
  • Managing research and analysis in energy policies and strategies, including the techno-economic analysis of sustainable energy, prepare policy documents and provide policy advice.
  • Lead activities relating to research collaboration on energy policy, including provide support for the development of report and publications whilst cultivating networks and facilitating funding opportunities.
  • Shepherd the policy shaping process, such as, conduct stakeholder’s consultation to gain support for proposed initiatives or policies; and liaise with ASEAN specialized energy bodies, dialogue partners and international organizations in areas of policies that may be mainstreamed into the regional and national energy policies of the ASEAN Member States.

Specifically on Sustainable and Renewable Energy (SRE) Department, the Manager will be responsible to the Executive Director for the following tasks, duties and functions:

  • Prepare work plan and key performance indicators for the SRE Department pillar, in line with the ACE’s Goals and Objectives.
  • Lead the communication and engagement with ASEAN Renewable Energy Sub-Sector Network (RE-SSN) for the implementation of the APAEC Programme Area No. 5 Renewable Energy.
  • Develop, implement and monitor various activities, programmes and project to support the ASEAN region in achieving the regional target on renewable energy as depicted under the APAEC document.
  • Identify and engage with the potential funding institution to support the research program.
  • Acts as the focal point of ACE on the sustainable and renewable energy issues with policy makers and all ASEAN partners at national, regional and international platforms.

QUALIFICATIONS

  • At least master’s degree in engineering, energy management, public policy, economics or other appropriate specialist discipline. PhD with energy background is preferable.
  • At least seven (7) years’ experience in the application of his/her basic educational fields to policy research and analytics or professionals experience in policy planning and programme coordination; preferably with experience from a national’s government agency responsible for energy policies or from an energy-related international or regional organization. Experience on research or project management on sustainable and renewable energy is preferable.
  • At least (5) years’ experience in technical coordination of a group of professionals or in the management position.
  • Having experiences in fund raising for the project, including but not limited to the proposal development, submission and negotiation of the project agreement.
  • Highly knowledgeable on energy issues at national, regional and international level, preferably on sustainable and renewable energy and has demonstrated capacity to manage, develop and implement research programmes.
  • Demonstrated skills in the formulation of policies and programmes as well as ability to produce high-quality report, articles and presentation in a timely manner.
  • Demonstrated ability to supervise and motivate staff, especially in a multi-cultural working environment and ability to identify their training and professional/technical development needs.

PERSONAL COMPETENCES

  • Strong inter-personal attribute including tact sensitivity, sound and strong organizational and leadership capability, able to work effectivity and efficiently in a multi-cultural environment.
  • Good communication skill with supervisor, peer, sub-ordinate and also external partners.
  • Excellent command of English, both in oral and written communication.

REMUNERATIONS AND BENEFITS

The successful candidate will be stationed in Jakarta, Indonesia, and will be offered a 3-year contract, with a probationary period of 3 (three) months and annual performance evaluation. The contract may be extended by the Executive Director depending on the performance and continuation of funding.

The monthly salary ranged from USD 3,080- 5,236. The compensation shall be commensurate with the educational qualification and experience of the candidate. All other applicable benefits (gratuity at 17.5% of the annual basic salary, housing allowance, communication allowance, health, life, and travel insurance, etc.) shall be subject to the ACE consolidated rules and regulations.

The successful candidate is expected to be on board by 1 June 2024 or earlier.

OVERVIEW OF THE DEPARTMENT

The purpose of Corporate Affairs Department is to assist the Executive Director in the performance of ACE programs, especially in the handling of Administrative, Financial, Human Resources, Procurement, General Affairs, ICT, Legal etc. Manage all activities of the Centre and ensuring that ACE staff receiving high quality support in those areas.  The Procurement Officer task is to manage overall procurement and its supporting documentation process properly based on ACE’s Procurement and Acquisition guideline.

DUTIES AND RESPONSIBILITIES

  • Support and maintaining ACE’s procurement and acquisition system.
  • Support the whole procurement process of ACE started from the preparation of Request for Quotation until establishment of the contract.
  • Participating in discussion, negotiation, and contribute to preparation of procurement plan, implementation, monitoring, as well as preparation of a range of documents and reports.
  • Develop and maintain database of vendors and conduct the regular assessment of selected vendors.
  • Responsible for preparing and maintaining the procurement documentation files.
  • Contact selected suppliers in order to schedule or expedite deliveries and to resolve shortages, missed or late deliveries, and other problems.
  • Track and updated the status of requisition and contracts
  • Assist in preparing concept note and ToR.
  • Give the input to other departments (users) on the ToR content to align with ACE procurement rules.

QUALIFICATIONS

  • Minimum Bachelor’s degree in accounting commerce, Economics or Business Studies, Master’s degree is preferred
  • Preferably with 5 years of experience in procurement and Administration field. Experienced in International Organisation or International NGOs is mostly preferred.

Responsibilities

General Administration and compliance:

  • Provides support to Senior Officer of Human Resources, managers and staff on the implementation of ACE’s Staff Regulation and policies.
  • Prepares reports and participates and/or leads human resources activities.
  • Keeps up to date of developments in various areas of human resources.
  • Support the implementation of Organization-wide change initiatives especially those related to and have impact on the human resources.
  • Reviews and provides inputs on current HR policies, regulation and SOPs.

Recruitment and Hiring Process:

  • Support all recruitment process, extensions, and documentary support. Ensure all the procedures are in place.
  • Support the recruitment administrative matters including writing/updating of Job description, Staff Request, ToR, advertisement, to ensure that clear and transparent procedures and systems are in place and maintained.
  • Assist the on boarding process.

Performance management, Training and Development:

  • Identifies and analyses staff development and career support requirements to achieve the organisation’s Goals and Objectives.
  • Assist on training opportunities for staff, giving particular attention to developing and implementing career development paths for staff members.
  • Assist the Senior HR Officer in the administration and organization training program for all staff including external training, inhouse training and induction courses organized by the HR Unit.

Others

Minimum Qualifications, Experience and Competencies (Skills, Knowledge, Atrribute)

  • University level in human resources management, business or public administration, social sciences, education or related area is required. A master’s degree or equivalent would be preferred.
  • Experience in International Organisation, Non-Government Organisation or Humanitarian organization
  • 5 years of progressively responsible experience in human resources management, including generalist and HR administration experiences (recruitment and selection, employee relations, compensation and benefits, training and development).
  • Experience in providing HR advice to managers and staff is desirable.
  • Solid experience of working with HR information systems/databases, including the production of statistics/reports is desirable.
  • Ability to negotiate with service providers i.e. medical insurance, training provider, pension fund, consultants, etc.

Administration and Finance (ANF) Officer

To support the project implementation, ACE is seeking one (1) Administration and Finance (ANF) Officer to support the departments and projects activities under CEE Department/LCB Programme. The incumbents report to the Corporate Affairs (CA) Manager. Female candidates are strongly encouraged to apply.

DUTIES AND RESPONSIBILITIES

Under the supervision of the CA Manager, Senior Officer of Finance, and Program/Project Manager, ANF Officers will be responsible for the following tasks:

  • Responsible for maintaining Financial and Accounting services of the CEE Department and CEE projects and ensuring that the ACE financial rules and regulations are adhered to.
  • He/she will assist in preparing the annual budget, assist in current financial controlling, facilitate the work of external auditors, administer contribution payments of contracting parties, and interact with other organization regarding financial issues.
  • In addition, he/she will prepare a financial report and produce financial documents for presentation to the respective project donors.

QUALIFICATIONS

  • A bachelor’s degree of Accounting or Financial Management. Master’s degree is an advantage.
  • At least two (2) years’ experience in the application of his/her basic educational field to Accounting and Financial Management. Having experience as an external auditor and experience in handling audit processes is an advantage.
  • Experienced in handling development projects. Having experience in one of USAID’s projects is an advantage.
  • Demonstrated ability to carry out accounting functions and tasks.
  • Excellent financial, and accounting including budgeting, auditing, and reporting skills as well as exposure in the administration of projects.
