About the Director
Mr. Nguyen Manh Hung of Viet Nam took the leadership of the ASEAN Centre for Energy as Executive Director beginning 1 July 2008.
As the new ACE Executive Director, one of Mr. Nguyen Manh Hung’s most immediate tasks is the drafting of the region’s energy plan. ACE has been tasked by the ASEAN Leaders to chart the region’s energy cooperation plan in the next five years with the drafting of the ASEAN Plan of Action for Energy Cooperation (APAEC) 2009-2014. APAEC is the blueprint of ASEAN’s energy programs and activities.
The first meeting of the APAEC Drafting Committee (ADC) composed of the energy experts in ASEAN was held in Bogor, Indonesia on 10-11 July 2008. The Final Draft of APAEC 2009-2014 is expected to be completed by December 2008 for endorsement by Special Senior Official Meeting on Energy (SOME) in Bangkok and for approval by 27th SOME/AMEM in June 2009
Prior to his appointment, Mr. Nguyen Manh Hung served as the Deputy Director General of Energy and Petroleum Department and Chairman of the IPPs Management Board of the Ministry of Trade and Industry of Viet Nam.
Mr. Nguyen Manh Hung has deep technical knowledge in the energy sector as a result of more than 20 years experience, beginning as a technical expert at the Hanoi Power Company in 1986-1992. He joined the then Ministry of Energy (now the Ministry of Trade and Industry) in 1992 as project officer, in charged of power transmission and distribution projects, and rose from the ranks to head the IPPs Management Board and Energy and Petroleum Department of MOIT because of his enthusiasm, impressive management and negotiation skills and technical know-how.
He was instrumental in many energy projects in Viet Nam, among others, as Programme Director of the Renewable Energy Component of the System Efficiency Improvement, Equitization and Renewable (SEIER) Project funded by the World Bank; Director of the Viet Nam-Sweden Rural Programme (VSRE); Head of the Viet Nam negotiation mission for Build-Operate-Transfer (BOT) projects (720 MW Phu My 2-2 power project with EDF, 720 MW Phu My 3 power project with BP, gas exploration and transport project with KNOC and 1,000 MW Mong Duong power project with AES of America etc.).
He was also greatly involved in the National Energy Policy and Strategy of Viet Nam and in the development and management of Viet Nam’s small and medium hydro programme.
