Enhancing Energy Safety through Korea-ASEAN Energy Safety Forum

The Ministry of Trade, Industry and Energy (MOTIE) of Republic of Korea (ROK) organised the 2nd Korea-ASEAN Energy Safety Policy Forum on 12 -14 July 2017 in Incheon, South Korea. The forum was a continuation activity by ROK under the 13th ASEAN Ministers on Energy Meeting Plus Three—China, Japan, Korea–(AMEM+3) Work Programme 2016-2017. It aimed to promote mutual enhancement in energy safety development between ROK and ASEAN Member States (AMS), as well as to provide new insights in energy safety management plan.

There were 24 delegates from Brunei Darussalam, Indonesia, Lao PDR, Malaysia, Myanmar, the Philippines, Thailand, Vietnam, and the ASEAN Centre for Energy (ACE) attending the Forum. Mr. Jang Young Jin, Director General of MOTIE welcomed all delegates in the opening session.  The representative from Embassy of Republic of Indonesia to ROK, Mr. Vedi Kurnia Buana, and the Vice President of Korea Gas Safety Corporation (KGS), Mr. Oh Jae Soon emphasised the importance of energy safety management in the region in their welcoming speeches.

The Forum provided the platform for the participants to discuss and share knowledge and experience in terms of energy safety by Korea Energy Economics Institute, Korea Electrical Safety Corporation (KESCO), and KGS.  The Forum also provided opportunity for the AMS to share the status, plans, and accomplishments in terms of gas and electrical safety activities. ACE shared an overview of the ASEAN Plan of Action for Energy Cooperation (APAEC) and emphasised the direction in achieving energy security, accessibility and affordability within the framework of sustainable development. The forum recognised that the APAEC is an essential guidance for future energy safety collaboration between ROK and ASEAN.  To learn ROK’s best practices in gas and power facilities, the participants had technical site visits to Korean Gas Corporation (KOGAS) Gas Science Museum, KOGAS Incheon LNG Terminal, E1 LPG Terminal, and Korea Midland Power Combined Cycle Gas Power Plant (SBS.
