Judging Process, Scoring and Announcement of Winners

The Board of Judges shall
apply the principle of "one member country one vote". A member
country is entitled to vote even if it did not send any entry
to the competition. However, the judge is not allowed to
evaluate an entry that comes from the country of his origin.

Score sheets shall be
distributed to the judges only during the evaluation period.
Authentic score sheets shall bear the signatures of the
Executive Director of the ACE, Coordinator of the EE&C-SSN,
and Chairman of the Board of Judges.

The Board of Judges shall
evaluate one entry at a time for a maximum of 30 minutes per
entry. After all the entries have been evaluated, the judges
will be given a maximum of two hours to go over all the
entries to check for consistencies of scores. Then, the judge
will forward all the score sheets placed in an envelope to the
Chairman of the Board, who in turn will submit the same to the
representative of the ACE and two witnesses for the tabulation
of results.

The Executive Director or
representative of the ACE shall hand over to the Chairman of
the Board of Judges the official tally sheets. Two entries
with the highest average scores are automatically considered
winners. The individual tally sheets shall be kept in the
possession of the ACE.

In case of a tie, the
Chairman shall call a special session of the Board. The
Chairman shall then ask the members to individually review the
submissions of the "tied-entries" for a maximum of 15 minutes
per entry. Afterwards, each judge will be asked to fill up a
ballot putting an "X" mark against the name of the building
candidate that he/she selected. Each ballot shall be counted
without divulging the identity of the voting judge. The ACE
and the EE&C shall supervise the counting in front of the
Judges. The entry that gets the highest number of ballots with
an "X" mark shall be declared the winner.

The Chairman of the Board of
Judges shall make the official announcement of winners at the
next Annual Meeting of the EE&C-SSN to be held in mid May 2002
in Brunei Darussalam.
