Background

Based on a renewed and enhanced agreement between ASEAN Centre for Energy (ACE) and Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH on behalf of the Federal Ministry for Economic Cooperation and Development (BMZ), the scope of Renewable Energy Support Programme for ASEAN (ASEAN-RESP)’s works are expanded and the project has a new name: ASEAN-German Energy Programme or AGEP. Keeping the ASEAN Plan of Action for Energy Cooperation (APAEC) 2016 – 2025 in mind, with targets to reduce energy intensity by 20% in 2020 based on 2005 level and to increase the ratio of renewable energy (RE) to 23% by 2025 in the whole ASEAN Energy mix, the jointly implemented project conducts activities–from 2017 to mid-2019–that support the new APAEC’s action plans, by not only promoting RE, but also adding energy efficiency and conservation (EE&C) into its scope of work.

Objective and Indicators

The overall objective of AGEP is: “the improvement of regional coordination for the promotion of renewable energy and energy efficiency towards sustainable energy for all ASEAN Member States.”

GIZ and ACE are jointly committed to this objective.

The indicators are defined as:

  1. Four recommendations developed by the Project Activities on RE or EE&C are introduced in 3 (three) AMS, including one of the countries Cambodia, Laos and Myanmar.
  2. One recommendation or more developed by the Project activities in the areas of RE and EE&C is approved by the respective responsible SSNs, SOME or AMEM.
  3. One approach developed within the regional technical and policy exchange are introduced by stakeholders of at least 2 (two) AMS.
