The ASEAN Centre for Energy (ACE) successfully co-organised the 25th Regional Energy Policy and Planning Sub-Sector Network (REPP-SSN) Meeting and Its Associated Meetings, including 30th ASEAN Power Grid Consultative Committee (APGCC) Meeting, in Singapore on 19–20 May 2026, hosted by the Energy Market Authority (EMA) of Singapore.
Chaired by Singapore as the REPP-SSN and APGCC Chair, the meetings convened delegates from all eleven (11) ASEAN Member States, alongside representatives from relevant ASEAN bodies, international organisations, and dialogue partners.
The meetings supported the implementation of the ASEAN Plan of Action for Energy Cooperation (APAEC) 2026–2030. The 30th APGCC Meeting focused on Programme Area No. 1: ASEAN Power Grid (APG), and the 25th REPP-SSN Meeting providing cross-sectoral coordination across seven (7) programme areas, with a particular focus on Programme Area No. 6: Regional Energy Policy and Planning (REPP).

19 May – 30th APG Consultative Committee (APGCC) Meeting
On the first day, Jonathan Goh, SOE Leader and Director of External Relations Department, EMA, Singapore, as APGCC Chair, commenced the meeting with opening remarks. He welcomed all delegates and reaffirmed Singapore's commitment to advancing the APG under APAEC 2026-2030. Dato' Ir. Ts. Razib Dawood, Executive Director of ACE, also delivered opening remarks, reaffirming ACE's commitment to supporting APGCC priorities and highlighting ACE's role as the APG Secretariat in monitoring progress and provide updates to APGCC in preparation for the 44th Senior Officials Meeting on Energy (SOME) and 44th ASEAN Ministers on Energy Meeting (AMEM).
Following the discussion in the Special SOME 2026, the priority under the Philippines’ ASEAN Chairship 2026 includes Advancing ASEAN Energy Interconnectivity through the Operationalisation of the Enhanced Memorandum of Understanding (MOU) on ASEAN Power Grid (APG).
The meeting discussed strategic directions arising from the 29th APGCC Meeting, the SOME and AMEM, and the ASEAN Summit. It also reviewed the APGCC work plans for 2026 and 2027, including progress on the Lao PDR, Thailand, Malaysia, and Singapore Power Interconnection Project (LTMS PIP), the Brunei Darussalam, Indonesia, Malaysia, and the Philippines Power Interconnection Project (BIMP PIP), and ongoing initiatives related to the ASEAN Submarine Power Cable Development. In addition, APG-related bodies, such as the Heads of ASEAN Power Utilities/Authorities (HAPUA) and the ASEAN Energy Regulators Network (AERN), which contribute to regional power integration and regulatory cooperation, shared updates on the implementation of their respective activities and future work plans, supporting the continued advancement of the ASEAN Power Grid.

The following day, the 25th REPP-SSN Meeting was convened. The Meeting covered a broad agenda spanning all seven (7) programme areas under APAEC 2026–2030, which gathers all the SEB and SSNs representatives to provide updates of seven (7) Programme Areas of the APAEC 2026-2030 in the meeting. The Meeting gathers representative from HAPUA Secretary-in-Charge and ASCOPE Secretary-in-Charge, as well as from SSN Chair, Indonesia as the AFOC Chair; Thailand as the EE&C-SSN Country Coordinator; Malaysia as the RE-SSN Country Coordinator; Singapore as the REPP-SSN Country Coordinator; and the Philippines as the NEC-SSN Country Coordinator.
Agnes Koh, Alternate SOE Leader & Deputy Director of External Relations Department, EMA of Singapore, as Chair of the REPP-SSN, delivered welcome remarks, reaffirming Singapore's commitment to supporting the implementation of APAEC 2026–2030 and underscoring the role of REPP-SSN in fostering policy coordination and strategic planning across the energy sector. She encouraged ASEAN Member States to continue deepening collaboration with dialogue partners and international organisations to address emerging energy challenges.
The meeting commenced with strategic directions and cross-sectoral updates from relevant ASEAN bodies, including the ASEAN Economic Community (AEC) Council, as well as outcomes from the 24th REPP-SSN Meeting, the 43rd SOME and AMEM. Participants also received updates from the 30th APGCC Meeting, which was held as part of the 25th REPP-SSN Associated Meetings.
The meeting further reviewed the implementation status of the 2026 annual milestones across the seven (7) programme areas of APAEC 2026–2030 and discussed proposed activities for 2027. Updates were also provided on the development of the 9th ASEAN Energy Outlook (AEO9), as key annual priority under Programme Area No. 6: REPP. ASEAN Member States also discussed the engagement of dialogue partners and international organisations, as well as the way forward to support the implementation of APAEC 2026–2030.
To close the meeting, Agnes Koh, as REPP-SSN Chair, delivered closing remarks, acknowledging the progress achieved across the sub-sector networks and encouraging Member States and stakeholders to maintain strong coordination in advancing ASEAN's shared energy goals. She expressed appreciation for the active contributions of ASEAN Member States, ACE, and the ASEAN Secretariat throughout the Meeting.
The outcomes of the 30th APGCC Meeting and 25th REPP-SSN Meeting represent a significant step forward in ASEAN's collective efforts to build a secure, sustainable, and resilient energy future. The strategic directions from both meetings will be consolidated and reported to the 44th SOME and the 44th AMEM, advancing ASEAN's energy transition under APAEC 2026–2030.
