ASEAN-Japan Energy Efficiency Partnership (AJEEP) Post and Summary Meeting Fiscal Year 2025-2026

The ASEAN Centre for Energy (ACE), in collaboration with the Energy Conservation CenterJapan (ECCJ), co-organised the ASEAN-Japan Energy Efficiency Partnership (AJEEP) Post and Summary Meeting under the SOME-METI Work Programme 2025-2026. This hybrid Meeting was held on 4-5 March 2025 at the Manhattan Hotel, Jakarta, Indonesiaand attended by representatives from all eleven ASEAN Member States (AMS), ACEand ECCJ. The meeting aimed to discuss the key achievements resulting from the implementation of AJEEP activities between 2022 and 2026, specifically under Scheme 4 (Sustainable ASEAN Energy Management Certification Scheme or SAEMAS), Scheme 5 (Promotion of Carbon Neutrality Diagnosis), and the Energy Conservation Workshop under the ASEAN-Japan Energy Efficiency Partnership (ECAP). Furthermore, the Meeting aims to discuss planned initiatives for future ASEAN-Japan Cooperative Activities, ensuring alignment with the ASEAN Plan of Action for Energy Cooperation (APAEC) 2026–2030 for the Programme Area on Energy Efficiency and Conservation.

The meeting opened with welcoming remarks from Dr. Hendra Iswahyudi, Director of Energy Conservation, Ministry of Energy and Mineral Resources of Indonesia (MEMR), followed by opening remarks from Dr. Pongpan Vorasayan of Thailand’s Department of Alternative Energy Development and Efficiency (DEDE) as EEC-SSN Coordinator, Masayasu Koizumi as the Managing Director of ECCJ, and Naing Naing Linn as the Manager of Energy Efficiency and Conservation (EE&C) Department of ACE.  

The opening session was followed with a presentation by Aurelia Syafina Luthfi, Junior Officer, APAEC and Strategic Partnership Department, ACEon the achievement of APAEC 2021–2025, plans for APAEC 2026–2030 in the Energy Efficiency and Conservation programme area, which will prioritise the decarbonisation of end-use sectors, with a strong emphasis on accelerating energy efficiency measures and Zero Energy Building (ZEB) approaches in the building sector and industry sector.

Afterwards, Rio Jon Piter Silitonga, Senior Officer, EE&C Department, ACE, moderated a session where representatives from each AMS delivered country reports, which covered lessons from AJEEP activities implemented from 2022 to 2026, updates and plans for national energy management systems and energy manager certification, national legal and institutional frameworks, and roadmaps and initiatives toward carbon neutrality, along with expectations for future cooperation with Japan on energy efficiency and conservation.

 The next session was moderated by Naing Naing Linn, Manager, EE&C Department, ACE, and focused on AJEEP Scheme 4 and the development of SAEMAS. Representatives from ECCJ presented the implementation results of the SAEMAS Common Standard Module trial run, the Advanced Module trial run under ECAP38, and an overall summary of the four-year activity based on those trial results.​ Under AJEEP Scheme 4, SAEMAS had successfully completed trial implementations of both the Common Standard Modules (CSM) and Advanced Modules (AM), with active participation from 10 ASEAN Member States. These trials generated valuable feedback on training performance, assessment approaches, and certification processes, which will inform the scheme’s official launch and regional rollout.  

Mardika Firlina, Technical Officer, EE&C Department, ACE, then presented updates on the plan for the official launch and initial implementation of the SAEMAS Common Standard Modules for reporting at the 30th EEC-SSN Meeting, followed up by a presentation by Syahira Narizta Syahputri, Business Development Unit Officer, ACE, on SAEMAS promotion plan and regional ecosystem development. The first day concluded with an open discussion on the endorsement and launch plan for SAEMAS.

 On the second day, Takashi Yamanaka, ECCJ, moderated the session on AJEEP Scheme 5 carbon neutrality diagnosis and promotionRepresentatives from ECCJ presented the implementation results of Scheme 5, including a review of FY2025 activities such as the CN startup meeting, ECAP36–37, CN diagnosis work, and the interim meeting, together with a summary of four years of activities and recommendations for future initiatives.​ Under the AJEEP Scheme 5, a total of eight CN diagnosis activities have been conducted to date, covering four industrial facilities and four buildings across ASEAN. The session also featured presentations on CN diagnosis results in the building sector in Institute of Technology Cambodia and Ministry of Development of Brunei Darussalam, as well as in the industry sector in SOITEC Singapore.  

Rio Jon Piter Silitonga, ACE, then presented potential regional collaboration for CN diagnosis activities and suggestions for improvement, while representatives from Japanese Business Alliance for Smart Energy Worldwide (JASE-W) and ECCJ shared updates on ZEB promotion in ASEAN and the revision of ISO/TS 23764 respectively.  

 In addition to the technical sessions, Day 2 also included a brief ceremony for the handover of certificates to participants involved in the SAEMAS trial, recognising their contribution to the development of the regional energy management certification ecosystem. Looking ahead, the Meeting noted that the official launch of SAEMAS is planned to be announced to Ministers at the ASEAN Ministers on Energy Meeting (AMEM) in September 2026, marking a key milestone for ASEAN–Japan cooperation on energy efficiency and decarbonisation in the building and industrial sectors.

The meeting concluded with a presentation on the current view on the concept of FY2026 AJEEP activity, as well as a summary of the Post and Summary Meeting together with the proposed way forward. The meeting closed with remarks from Dr. Hendra IswahyudiDirector of Energy Conservation, MEMR, Dr. Pongpan Vorasayan, EEC-SSN Coordinator, Masayasu Koizumi, and Beni SuryadiSenior Manager, APAEC and Strategic Partnership Department, ACE, reflecting the shared commitment of ASEAN and Japan to continue advancing regional cooperation on energy efficiency, certification systems, and carbon neutrality initiatives.

The ASEAN-Japan Energy Efficiency Partnership (AJEEP), as part of the ASEAN Senior Officials Meeting on Energy and Japan’s Ministry of Economy, Trade, and Industry (SOME-METI) Work Programme for 2025-2026, is a regional cooperation initiative between ASEAN and Japan, implemented by the ACE and ECCJ with financial support from METI. This partnership aims to strengthen the capacity of AMS and reduce disparities in EE&C policies and practices.
