Following the endorsement of the ASEAN Plan of Action for Energy Cooperation (APAEC) 2026-2030 at the 43rd ASEAN Ministers on Energy Meeting (AMEM), the ASEAN Centre for Energy (ACE) organised the Public Info Session of the APAEC 2026-2030 and Launching of the ASEAN Renewable Energy Long-term Roadmap (RE LTRM) at the 25th ASEAN Energy Business Forum (AEBF-25) on Friday, 17 October 2025 in Kuala Lumpur, Malaysia. The event gathers more than 100 participantswith the attendance of public participants from ASEAN Member States (AMS) and beyondincluding academia, energy experts, business playersand others. 

Supported by the UK Mission to ASEAN through the ASEAN-UK Green Transition Fund (GTF)the session marks the first public engagement of the newly endorsed APAEC 2026-2030 and the ASEAN RE LTRM, which serves as a guide for the AMS in charting the way forward for our energy transition and cooperation. As the session wraps up, participants were able to understand both of the strategic documents, as well as the region’s strategies to implement the APAEC 2026-2030. The session, also acts as the enabler for the discussion on the potential energy cooperation to accelerate regional energy target for the next five (5) years.

The ASEAN Centre for Energy (ACE) Executive Director, Dato’ Ir. Ts. Razib Dawood delivered a policy speech to explain the ASEAN RE LTRM and APAEC 2026-2030. He underscored that the high energy supply growth projected to support ASEAN’s economy calls for efficiency to reduce the intense pressure.

YB Tuan Haji Akmal Nasrullah bin Mohd Nasir, Vice Minister of Energy Transition and Water Transformation (PETRA) of Malaysia provided his remarks, emphasising inclusivity as the central role of the APAEC in guiding the region moving forward together. He recalled that the APAEC “has stood as the cornerstone [in] guiding [ASEAN] in energy security, sustainability, and accessibility, and represents ASEAN’s spirit of solidarity framework that connects our national priorities into one coherent regional vision.”

Following so, H.E. Amb. Helen Fazey, Ambassador of the United Kingdom to ASEAN, shared her enthusiasm looking back at the long-standing corporation between ASEAN and the UKEmphasising the collective vision for a cleaner and greener energy development of ASEAN, Ambassador Fazey emphasised the UK’s excitement to continue their support through the Green Transition Fund.

 H.E. Josh Wilson MP, Assistant Minister for Climate Change and Energy of Australia provided his Congratulatory Remarks noting Australia’s continued commitment to support ASEAN's through provisions of policy inputs and Aus4ASEAN initiatives programme to actualise a greener future in the region. 

He recalled that “constructive, optimistic, and focus cooperation is the key ingredient to navigating net transition. 

Panel Session: Advancing the ASEAN Energy Cooperation for a Just and Inclusive Energy Transition  

The session continued with a panel discussion session, moderated by Beni Suryadi, Senior Manager of APAEC and Strategic Partnership at ACE, and with the panellist consisting of Puan Mareena Mahpudz, Deputy Secretary-General of the Ministry of Energy Transition and Water Transformation (PETRA) MalaysiaMario C. MarasiganCESO III, Undersecretary of the Department of Energy (DOE) Philippines, and Ivana Dimitrova, SE Asia Regional Lead, Energy and Industrial Decarbonisation of the British High Commission in Singapore.

The panel highlighted how ASEAN is collectively advancing energy cooperation by strengthening regional interconnectivity, aligning upcoming Philippines’ chairmanship priorities with the newly endorsed frameworks, and leveraging support from Partners to accelerate in ASEAN’s clean energy transition.  

About APAEC 2026-2030 & ASEAN RE LTRM 

The APAEC 2026-2030 is under the five-year theme of “Advancing Regional Cooperation in Ensuring Energy Security and Accelerating Decarbonisation for a Just and Inclusive Energy Transition” and the twenty-year theme of “ASEAN Energy Future 2045 – Secure, Resilient, and Interconnected Low-Carbon Energy Future”. 

The new APAEC 2026-2030 theme reflects the region’s commitment to deliver this future through the provision of three (3) key objectives:

  1. To strengthen regional energy cooperation and connectivity;
  2. To enhance energy security, resilience, and accelerate the energy transition; and, 
  3. To advance sustainable and inclusive energy development.

    Seven (7) programme areas of the APAEC entails: 

      • ASEAN Power Grid (APG) which reflect the commitment to enhance regional energy security through stronger institutional coordination, robust planning, and market readiness.  
      • Oil and Gas Connectivity, Security, and Sustainability (OGCSS) aims to reduce methane emissions from the oil and gas sectors through collaborative capacity building.
      • Clean Coal Transformation (CCTR) aims to explore more innovative pathways to promote a responsible and cleanevalue chain. 
      • Energy Efficiency and Conservation (EE&C) call to achieve the aspirational target to reduce 40% energy intensity by 2030 compared to its 2005 levels. 
      • Renewable Energy (RE) looks forward to move forward with its commitment, ASEAN now targets to achieve a 30% share of RE in the Total Primary Energy Supply (TPES) and 45% share in installed power capacity. 
      • Regional Energy Policy and Planning (REPP) oversees implementation progress through the promotion of cross-sectoral collaboration across areas within the ASEAN Economic Community and beyond. 
      • Civilian Nuclear Energy (CNE) aims to equip decision-makers with critical insights to position CNE as a low-carbon fuel option for ASEAN’s growing energy demand. 

          Combined with The ASEAN Renewable Energy (RE) Long-term Roadmap session, participants gained valuable insights on ASEAN’s pathway to enhance the region’s energy cooperation for growth and welfare as seen through the different scenarios considering steps taken to incorporate clean energy initiative.
