25th ASEAN Energy Business Forum (AEBF-25) Wraps Up with Stronger Energy Commitments

Kuala Lumpur, 17 October 2025 – The 25th ASEAN Energy Business Forum (AEBF-25) officially wraps up with a renewed wave of commitments to strengthen regional energy cooperation and accelerate the clean energy transition. The closing ceremony took place in the afternoon of 17 October 2025 and was attended by YAB Datuk Amar Haji Fadillah bin Haji Yusof, Deputy Prime Minister II and Minister of Energy Transition and Water Transformation of Malaysia.  

For three days, AEBF-25 has brought together 1,500 delegates from governments, businesses, academia, and international organisations to foster dialogue on ASEAN’s commitment to advancing a just and inclusive energy transition. Thematic panel sessions, Ministerial-CEO dialogues, and an innovative exhibition space showcased regional energy priorities, shared best practices, and highlighted emerging technologies and partnerships driving the energy transition across ASEAN. The 43rd ASEAN Ministers on Energy Meeting (AMEM) was convened alongside the forum, bringing together energy ministers from all ten ASEAN countries to deliberate on the region’s energy transition agenda.

Several of Malaysia’s ASEAN Energy Deliverables were highlighted, including the ceremonial launching of the ASEAN Power Grid (APG) Enhanced MoU, the ASEAN Framework Agreement for Petroleum Security (APSA), the ASEAN Renewable Energy Long-Term Roadmap, Launching of the Energy Efficiency Database Platform, and Announcement of the APG Financing Facility.  As the forum officially comes to an end, the closing ceremony marked symbolic moment as the role of AEBF host is passed over from the Ministry of Energy Transition and Water Transformation (PETRA) Malaysia to the Department of Energy (DOE) of the Philippines.

The handover was conducted by YAB Datuk Amar Haji Fadillah bin Haji Yusof to H.E. Sharon Garin, Secretary of Energy of the Philippines, Senior Official on Energy Leader of the Philippines and Undersecretary for Policy and Planning at the Department of Energy. The Philippines will host AEBF-26 next year in conjunction with the 44th AMEM, continuing the forum’s legacy as ASEAN’s premier annual energy platform.  

Dato’ Ir. Ts. Razib Dawood, Executive Director of ACE, said “As we conclude AEBF-25, I would like to extend my honour in welcoming you all for the past three days. I'm sure you had the best experiences during this year. And lastly, I would like to end my notes with positive outlook to the future of ASEAN’s energy cooperation guided by the APAEC 2026-2030 and the ASEAN Centre for Energy stands ready to support the ASEAN Member States in the journey supported by our closest partners. Again, from the bottom of my heart I would like to say thank you.” 

YAB Datuk Amar Haji Fadillah bin Haji Yusof in his concluding remarks said “These past few days, I have seen multiple initiatives and discussions, contributing to advancing our energy goals and cooperation. Let us leave this forum not only with new knowledge but the renewed determination. As we conclude, this year's AEBF, we are keen to welcome you again next year in the Philippines under the Philippines ASEAN Chairmanship 2026.”  AEBF-25’s wrap-up also featured Memorandum of Understanding (MoU) Signing Ceremonies between the ASEAN Centre for Energy (ACE) and several institutions, including EU-ASEAN Business Council (EU-ABC), FutureCoal, ASEAN-UK Green Transition Fund (GTF) and NTPC Limited, aimed at strengthening regional cooperation across various disciplines in the energy sector.

Moreover, MoUs were also signed with leading academic institutions in Malaysia, such as Universiti Teknologi Petronas (UTP), Universiti Teknikal Malaysia Melaka (UTeM), and Universiti Kebangsaan Malaysia (UKM). This milestone spotlights the critical role of knowledge and innovation in driving the region’s energy transition.   In her keynote remarks, H.E. Sharon Garin conveyed: “The Philippines is honoured to carry this momentum forward as host of the 2026 AEBF. We look forward to welcoming you next year. 

The successful wrap-up of AEBF-25 underscores the forum’s role as a cornerstone for dialogue and collaboration on energy transition in ASEAN. As the role of ASEAN Chair and AEBF host is passed over to the Philippines next year, ASEAN remains united in advancing sustainable growth, energy resilience, and climate action through stronger partnerships and shared commitments.
