The ASEAN Framework Agreement on Petroleum Security (APSA) is an agreement to enhance petroleum security of the ASEAN Member States, either individually or collectively, and minimise exposure to an emergency situation, through the implementation of short, medium, and long-term measures.
About
The agreement was signed on 1 March 2009 in Cha-Am, Thailand, and has been renewed in 17 October 2025 at the 43rd ASEAN Ministers on Energy Meeting (AMEM) in Kuala Lumpur, Malaysia, in complementing other regional initiatives, including the ASEAN Power Grid (APG) and the Trans-ASEAN Gas Pipeline (TAGP), and existing bilateral arrangements and efforts, to further strengthen the economic resilience and sustainability of the individual Member State as well as the solidarity and integrity of ASEAN.
The ASEAN Centre for Energy (ACE) serves as APSA Secretariat and carry out procedures defined in the coordinated emergency response measures (CERM), including data collection and analysis as basis for the activation, and coordination with other operational bodies as necessary.
