Advancing Clean Energy in ASEAN: Leveraging the Interlinkages between SDG7 and SDG13

As one of the fastest-growing economic blocs, ASEAN’s dependence on fossil fuels makes the energy sector both the main driver of growth and the largest source of greenhouse gas emissions. This reality makes accelerating low-carbon transition imperative, with Sustainable Development Goal 7 (Affordable and Clean Energy) and Goal 13 (Climate Action) being deeply interconnected. Under this backdrop, the report was developed to explore the interlinkages between the two SDGs. It reviews ASEAN’s progress in delivering SDG 7 and demonstrates how climate action under SDG 13 can serve as a strategic enabler through policy integration, mobilisation of climate finance, and resilience building. The findings put forward policy recommendations for ASEAN Member States and development partners to advance an affordable, just, and low-carbon energy transition.
