This report examines the continuing role of coal in ASEAN’s power sector and presents policy recommendations to support a transition toward cleaner coal-fired power generation while maintaining energy security and affordability. It reviews current policy progress and technological developments across the region, identifies structural and regulatory challenges, and highlights ongoing efforts such as HELE technologies, co-firing, and CCUS deployment. The report proposes transformative policies to strengthen regulatory frameworks, mobilise innovative financing, enhance regional collaboration, and align national energy plans with APAEC targets to support a cleaner and more sustainable coal value chain across ASEAN.
